Chris Hellsten began racing 125 when he was 10. He turned-out OK!!
I like the mini most idea. The USTS began letting kids run many years ago with restricted engines of all sorts. Eventually, this grew into today's K PRO class. THe interesting thing with K PRO is that a parent can add/subtract a restrictor based on each child's invidual development. My opinion is that J classes, min most, K PRO, etc. should have development of driving skills as the first priority and competition results as the second priority.
But, I am not naive and competition is the priority for most. I must say that over the years, I am always impressed with the capability of our young outboard drivers.
