I'm not sure but
I remember racing 5 lap heats back in 79-83. Not sure how we got to three laps other than maybe we had alot of classes back then and someone thought 3 laps would shorten the day. We raced four lap records on 3/4 mile coarse at Dayton. I do not think there is a rule that says three lap heats, it is just a matter of saying what you are going to race on the santion, coarse sise and laps, not sure you are even held to that once you start the weekend. The other thing is more than three laps on a big coarse and it's follow the leader, on a smaller coarse you seem to get boats staying some what grouped. Of coarse I may be totaly wrong.
