Here are the updates from Chicago. They may be paraphrased, hopefully I have them all (and correct)
New Insurance guidelines are in place - see the Insurance application and also the General Safety Rules
You are no longer required to start engines only in the hot pits, you can dry fire them at your pit area.
Ref's & Risk Managers need to make a better effort at returning the checklists.
New Audio rule applies to drivers in Capsules. Roll Cages etc are exempt.
Referee has to go onto the water to ensure distances as specified on Insurance App are met.
A new class has been approved in the Inboard Endurance Category it will be called 6 litre Displacement. It is a UIM class that is also run in Australia.
A bylaw change 1.4 was made Logos - You can now legally make your own decal ie vinyl / paint, it must be a approved logo - New roostertail, old one with A's slanted, or the chrome for example. The APBA lettering must be 1.75" high x 7.25" long at a minimum.
A bylaw change to allotted commissioners was changed removing the sanction portion of the bylaw. It confused the office as to how categories were awarded a sanction if a race was combined categories.
Region 6 had an Inboard bylaw change that now allows a Canadian driver to win Region Hi Points (if they claimed themselves as Region 6)
Several Timing Rules were changed for Record events
26.7.b Timer with least elapsed time is the one that will be used
27.1.a Timing is to 1/100th of a second and speed is now to 2 decimal points
Race Course Pamphlet - a new 9 & 10 were added (distances)
26.8 times recorded to 1/100th of a second
Reference Section add 1/4 mile added as recognized by the UIM

OMC AX Restrictor plates (.700) prototype has been extended
Passed a restart rule for J's, if you are the cause for the stoppage you can't go back out but if the heat is stopped a 2nd time then you can.
Passed a rule if you are running a prototype then you must place a banner on your motor so officials / drivers know it is a prototype and gets no points
Passed the rule allowing bungee cords on the motors
Stock
Rule changed to mirror Insurance app. Only 1 Rescue boat is required where no restrained boats are present.
Rescue boat can also function as a turn judge boat (old rule of it must be its only job is no longer in rules) **This part is not new

Yamato - 321's are on order with factory. Montoya has some (30?) on order with several starting to come in. Stock Commission has several on order along with with conversion kits to make the 302's bought by the SORC into 321's. Mike Ward is expecting his shipment on Feb 16.
Tohatsu - 4 in Stock with Alex Poliakoff, 4 more are on order
Sidewinder - Currently has 33 15s, 3 15h, 30 20s motors in the field. Approx 30 others are on order and expected to be delivered by Mid May. 20 additional are being built with 50 more to begin being built once delivery of current orders begin.

10.11 new ruling on where a driver finishes if they cause the stoppage of a race and it does not restart
new 10.12 new rule on when each boat is actually scored. Basically added a clarification in for scorers.
15.2.c added in that a race that you get dq'd or dnf from (first 14) counts towards hi point totals. another clarification for the office.
11.13 rule on Marathon starts with a clock, you can move as long as it doesnt hinder other boats.
5.6 rewritten to clarify it

20 class chose both motors after much discussion. It was decided that a Yamato would be good for the smaller driver and a SW is better for the bigger driver, both motors are currently produced so it was felt that choosing 1 over the other was not in the best interest of the Category.
Discussion on the rule books being separated was taken to the BOD by Mod & PRO. It was decided that Stock could remain separate. Both MOD & PRO are working on another rewrite to clean up what is currently posted.
