Not Correct
They have zero to do with making APBA's safety rules. Nothing. They are ONLY an enforcer of the rules APBA puts in place. They could care less how fast you go in an open cockpit, they could care less if you wear Kevlar or snell approved helmets. They could careless what color your lifejacket is, or your helmet. They don't care if your sponson tips are round square, sharp as a knife, or pink. They sure the heck don't care if your cockpit side is re-enforced with two layers of kevlar. And I can say one thing, they REALLY don't give a hoot if you have a born on date on your boat or not !
