In APBA they pass these rules effective immediately if they think it is a saftey concern. No vote by the members to approve or not approve. This applies to all categories in APBA, not just stock. For normal non saftey related issues the bylaws are different in each category. Example, in Stock the members typically do not have a vote in approval of class rules. The commission decides these rules, and listens to input from the members. In Mod the members of the class vote for the rule changes to approve or not approve. The commission simply only decides what items are worth going to the ballot to be mailed out, and lets the class participants decide.
