By collaboration I mean that each sanctioning group give the best data they have to a universal coordinating committee, which could be the UIM. This best data is shared with everyone and hopefully employed by the respective groups. I'm not saying that all boats must have Unlimited canopies. Kneel downs, OPC, inboard etc. have to look at what's realistic for their categories. This would not be a major change, but it would provide the best data worldwide so choices can be made based on empirical data. For example, had the Lavin guidelines been in force for the Victory Team, those two racers would likely be alive. The Lavin guidelines are just that guidelines, but not universally employed in the categories (Offshore) which could adapt them.
