I'm not sure on the rule, but have been told by others there are minimum weights for just the boat, motor, and prop. I was told that this was to make it so the structural integrity of the boats were not comprimised. I've also been told this is why most of the European drivers are so small.
Yes, that is correct and those are minimum weights. The inspectors can weight you if they want to but according to my friends over seas, that sometimes they just weight someone if there is an issue in question.
The first weight is for the complete RACED rig without the driver. The second is with the RACED rig with the driver. Raced means when you come back to the pits and get out of the boat, so what ever fuel you have left in the boat is how it is weight checked.
