25XS File fit rings?

Can anyone help me find top rings (Keystone) that can be file fit?
I did the math and the 44ci D motors have a slightly bigger bore (2.565" vs 2.562") and theoretically they would make a perfect file fit ring. 39-18653A12
I ordered them and the lower ring was perfect but the top ring was exactly the same as the stock 25 ring. ???
I am told a .015" os ring won't seal in a stock bore???
I have chrome cylinders. Merc now sells the same rings for both chrome and mercosil.
If there are any 25 Gurus out there, I would sure appreciate some advice.

Perhaps Brian Rossman will chime in?......He got some rings from me a while back to "File-fit"........Asked later if any dif and I think there was no gain over his best motor...........Brian?

PS.....They were the only O/S set I had.
