whats up nbra/pro?/inboards?

my question is after years and years of nbra saying no to pro"s and inboards/ flatbottoms,,,, now they/nbra sanctioning them??... and obviously insureing them...,,, what is the deal???why the change of hart after so many years?? just bwondering me not into the inner workings,, but maybe if explained maybe we can get some more races going here on the west coast and across the country
