I always have a copy made of the good wheel and work with it till its just as good as the good wheel and sometimes it turns out better then the good wheel.

Been there! Done that

With the remainder of the prop and assume no damage to the other blade you should be able to get a reasonable copy made and then work it until the speed returns with the new wheel.

Weld On New Blade

Have a new blade welded on... that's what I would do.

Looks like a brass wheel from the picture not sure if a brass prop will hold up with the power a 44 Mod puts out.
