Looks like the Evinrude powered boat used to set a speed record back many moons ago. In the 60s I saw a few cabover hydros in the F class. About the same time frame I saw a cabover unlimited hydro briefly. It stuffed and exploded on the front straight during the President's Cup regatta in DC. "Black Sunday", that was the first of three driver fatalities that day.
This particular boat was in fact desgined by Ed Karelsen. It was driven by a former OPC driver from the edmonds / everett area but ran into teething problems in attempts to break the straightaway record.
It then went to Second Effort Performance, OMC's performance center in Florida, where the SEP team massage it a bit and charge a lot of money. It was repainted and driven to a world outboard straightaway record by Bob Wartinger. That record still stands today.

This particular boat was made for 400 to 600 hp. It was made with shimable or adjustable sponsons for the 176 mph runs; you would never make anything like it.
You'd be better off looking for an old drag hydro to copy ... something in the 300 hp/100 mph range.
