    k. Racing Rule Changes

    1. Racing Numbers. Make it clear for both runabout and hydro.

    2. Lane Change Violations - Chute violations need to be observed by 2 people. Judges Stand, Video, Judge located inline to see shoot straight on. In any event it should be protestable with the use of the actual video of the race.

    3. At a Nationals, the finals shall consist of 2 heats. At Dayton when we ran a 1 heat final it was unfair to some of the finalists as to the out come. If they would have been required to run 2 heats the outcome would have been a lot fairer.



    4. If there is a disqualification still pending by the end of a championship event. The category chairman of the class/driver in question must present the facts of the issue in question publicly, within 7 days of the conclusion of the event. And a final decision must be rendered and also presented publicly as to the outcome of this issue no later than 30 days upon conclusion of the event. Reason- keeps the membership informed of the facts on the particular issue as well as ensures that due process is timely and the results are made public.


    l. Safety Rule Changes

    1. Collapsible Boat Fronts- Mandate by January 2007 all Hydroplanes and Runabouts have a 4 inch long removable /collapsible sponson tip/nose with a perpendicular bulkhead or a 3 inch round sponson tip/nose Reason Prevent injury from sharp objects.

    2. ASH Height Restriction Measurement/Extreme Tuck Issue – Review to see if the changes helped. New set ups seemed to still have a huge amount of tuck and it looked like they just re-did transoms to basically get back to the old rule set up.

    1. A Classes
    · Approval of Pre 1986 parts
    · Approval of After market parts
    o Pistons/rings
    o bearings


    2. B Classes
    · Approve the thru tower 22ci. Mercury and OMC motors to compete as a probationary class to run with the current 15 ci. Hot Rod. Reason – help boost B stock totals and offer a low cost motor for this class.

    3. C Classes
    · Technical Changes for 102/302 Parity
    · Approval of Y-202 Models
    · Approve an outside water pick up plumed to the tower for a 102 or 302 to solve the overheating problem some people are having.
    · Approve the running of a 102 gear case on a 302. We allow the running of a 302 gear case on a 102. This would make a gear foot change simple and offers a racer more options. No speed advantage just makes sense to do.
    · Approve the running of a 302 carburetor on a 102. This is the only carburetor available for this size engine

    4. 25 Classes
    · Remove restrictors from the 25SS Hydro class.
    · OEM Restrictors: Remove Rule 13 from Tech manual and replace with:
    “All 25XS engines shall be run with a carburetor restrictor securely in place behind the carburetor which shall conform to the diagram herein. OEM and non-OEM restrictors are legal as long as they conform to the specifications and dimensions of the OEM restrictors.”
    · Flywheels: “The service flywheel may be machined down to the dimensions and size of the racing flywheel, balanced and bust tested.”
    · Allow production of the 25 Adapter plate and tuner by Wings’n Things (Doug Pearsall).
    · Analysis of changes for Hot Rod Parity in Hydro Class.
    · Parity Changes to 25SSR (Hot Rod, Merc, Yamato)
    · Allow the use of any replacement block to be run in the 25SS Mercury. Replace Paragraph 4 of Technical Rules with:
    “Any Cylinder Block and crank case manufactured by Mercury Marine 1986 or later with a thermostat housing is a legal 25XS replacement part. OEM Pistons and Rings for these blocks are also legal.”

    5. 20SS Class
    · Approve the running of any secondary ignition coil
    Yamato 80. Can be mounted in any manner. Ignition coils for model 80 are no longer in production. Other than the mounting there is no speed advantage just makes the motor parts more available.

    6. D Classes
    · Allow the use of any make bearing in the Mercury Gear case. No speed advantage just makes it easier to inspect.
    · After-market pistons
    · D Class Parity Committee Report

    7. Other Technical/Class Rule Changes.
    · Mandate that any new engine/powerhead must participate on probation in at least four or five races comprised of all Divisional Championships. And must be on display at the Winter & Summer Nationals. With information sheets containing data specs, availability and pricing in order to be considered for an entry into an existing class the following year.
    · Reason- Keep the membership informed and ensure an opportunity for the membership to see the new engine. And also review the specs and any data before being approved as a official motor for the class

    8. 45SST Class

    p. Runabout and Hydro Rule Changes

    1. After the fuel meeting on Wednesday adopt a fuel rule for National events so to clear the air on all the current talk in regards to different fuels being used.
    2. Rule allowing Race Sites to Mandate Fuel Purchase

    25XS Restrictor

    Presume 3rd line of item #4 applies to 25SSH since understand removal of the restrictor from 25SSR engines is legal.

        So how would #.7 apply to this B-proposal above ?
        Would these motors have to show up at all the divisional and national races to be considered?
        I scheduled vacation around Wakefield and plan/hope to make a couple divisionals. I might be able to have them at Pineville if I go with Hunter Grimes or if he's willing to take them if I don't go.

        I understand the need to get a prototype out there but this seems to be asking alot if your working with limited funds/time.

        Or since they are "known-motors" with specs already available, would they be "Grandfathered in" ?
        They are already legal 25SSH (where they don't have a chance) and present A-MOD.

        Could this web site be used to display motors and specs?
        Participate in __ races with a Stock Commisioner present.

        Maybe add to #7---Present or "known-motors" that are moving to another class, are exempt. (?)

            Steve we have these motors on the agenda to go over if they might be a fit for the current b class. If you have testing data that might be helpfull this would be something I think the commision would want to see. It looks to me like adding multiple motors to a class is going to be considered for the future but will either have to have a special committe set up like the Bass/Tahatsu or have some real good data to review so we can keep pairity. It would also be nice to have an idea how many of these motor types you are requesting are currently out there. This way we could see if adding these motors really makes sense. If there are just a hand full it makes inspection a real challange. I really think that the b class will become a large one once we have those new motors for sale. Anyway I have your whole proposal to read even though I shorted it in the agenda. Mike

              Thanks, Guess I just get a little over -zealous- when I get an Idea in my knogg'n that I feel worth while. That, and a SERIOUS case of CABIN-FEVER.
              (Actually surprised there's not more feedback on this proposal (and others), in this forum.)
              Thanks again and I'll pull the plug on my computer till next week.
              Will see what comes out of meeting.

                any currently made small 2 stroke outboards is an waste of time. These engines will be phased out of production in the next 2-6 years. The only future is in the Hot-Rod rotary valve RACE engines! sorry to say it but is true. I have been saying this for years. Time to wake up!

                  The new Hotrods are not going to be rotary vavle engines they will be reed valve.

                    Yamato 2 strokes will be around for a few more years as well; I have not heard the 4 stroker is out of prototype/experimental testing yet ...and even when the 4 stroke is in production and use, it will be a year or more before we get them.

                      Not to mention, we have been racing the 80 for almost 30 years now, and 20ssH still maintains very high participation numbers. The 302 has only been around for about 10, we'll be racing it for a long time to come, as well as the 102.
