Go to the APBA web site and open the 2017 Stock Outboard Rules PDF. Safety Rule 3 - Engine Mounting Heights.

1/2" Below the bottom for the Tohatsu. 0" or even with bottom for the Mercury or Mariner. That is to the center of the prop shaft. If you have a tunnel in the bottom, it would be to the lower surface.
