Helmet Rules for 2016 or 2017?

When will the new helmet requirements kick in and where will these helmets be available?
How do we identify a legal helmet?

USTS required updating our helmets this year so we bought from Lifeline. These are Bell helmets and are orange like we are used to. Look under the lining inside the rear of the helmet to find the Snell sticker. Lifeline had plenty of these in stock earlier this year but I wouldn't wait too long because as the deadline comes near the rush will be on.
