Yamato 102 restrictor plate

When installing a 7/16 restrictor on my 102 carb.,the plate covers the 2 holes at the bottom of the carb.---- What am I missing?

Nothing, they don't do anything.

Thanks, just wanted to be sure I could use the plate as received,no holes
