I have two thoughts. First, mount the tach to the boat. Two, look at it when you are "dialing in" your carb. This way, one hand is controlling the throttle and the other can be used to adjust the needle. I don't see another way to do both with one hand, and hold a tach with another, but I am not known for thinking outside the box.
With the carb, you should just send it to Jerry Davids and have it put on his flow bench. This seems to be about the most efficient means of dialing it in, other than by "feel" and "sound."
