Height Rule ? for AMH...250ccmh

I looked under the apba 2012 rule book and saw no height rule for this class. I had heard it was parallel with the bottom or zero.....is this true. Have new driver and want him to be safe.

the book can't tell if your set up is safe
you have to figure that one out for yourself
