Kevin, that boat was built for Charlie Gonyea as a CSH by Matt Arlt in 2001. Charlie then sold it to Rich Palmer and then I purchased it from him to run in 25SSH. It is 10' 4" with a 36" bottom. I have never tried a Model 80 on it.
Since it is very light I had to add 8 lbs of lead to make the 400 lbs minimum weight for this run.

The video ends with the max speed of the run at 62.4 as Hydroid explained.
Max rpm was 8010 on the front stretch and 7930 on the back stretch.
It sure felt great in the turns due to the engine only being 60 lbs!

I assume you mean the current 25ssh height of 1/2" below and my answer is no. I am too scared to go that fast!
As I tested it in the video, it was a legal 20ssh. I even added 8 lbs of lead.
