MODIFIED OUTBOARD:
PROPOSAL #1 750CCMR Drivers tied, 8 to 8 on a proposal to establish a minimum weight for the class, so the measure failed.
PROPOSAL #2 400CCMH Drivers voted 3 to 0 to add a new motor to both the APBA Rule Book, Rule 18 – Modified Outboard Classes, 3-A and Modified Tech Manual, 400 CC Mod Class, pg. 33 #3. EFFECTIVE Nov. 1, 2011 for the 2012 season add new g.
To legalize the 20 cu in Hot Rod rotor valve motor to compete in the 400ccMH class with a minimum weight of 370 pounds. Specifications for the motor will be the current specs and rules for the 350 CC Hot Rod found in the 2011 Modified Tech Manual.
PRO:
C Service and C Racing Runabout drivers voted 11 to 4 to reject a proposed change to the PRO Technical Manual to reduce three minimum hull specifications for those classes.
STOCK OUTBOARD:
Stock members voted 149 to 89 to approve Proposal 1: EFFECTIVE Nov. 1, 2011, the following sentence will be added to the end of Category Racing Rule 3, Records, paragraph 4:
Stock Outboard shall also recognize one-quarter (1/4) mile straightaway records. These record events must be run in the same manner as kilometer records except with the one-quarter mile distance and the entrant must run the equipment in “competition set-up”.
Stock members voted 147 to 88 to approve Proposal 2, EFFECTIVE Nov. 1, 2011: Change Category Racing Rule 25, Awards, paragraph 3(A)(2)(h) by adding the words (…except a quarter mile straightaway record…) so that one-quarter mile records would not qualify for additional Hall of Champions “bonus” points under the Stock Outboard Hall of Champions criteria.
Stock members voted 155 to 80 to approve Proposal 3, EFFECTIVE Nov. 1, 2011: Add a new paragraph 12 to Category Racing Rule 3, Records, which reads as follows:
12. All current SO records are grandfathered. To establish a new record, the driver must establish a speed that is 95% of the grandfathered record. Once a new record for a particular course is established, it must thereafter be broken as set forth in the APBA General Racing Rules. Any record set at 95% of the old record would not be eligible for Hall of Champions “bonus” points.
Stock members voted 182 to 57 to approve Proposal 4, EFFECTIVE Nov. 1, 2011: Add the following sentence to Rule 4, Start & Finish, paragraph 9: At Stock Outboard Divisional and National Championships, in the event of a camera or film failure, the heat should be re-run.
Stock members voted 158 to 79 to approve Proposal 5, EFFECTIVE Nov. 1, 2011: Add a new paragraph 11 to Rule 11, Stock Outboard Marathons, as follows:
11. In the event a boat starts the heat but does not finish it, that boat shall be scored in the next available position behind all other boats which have finished the heat. In the event multiple boats start the heat but do not finish it, those boats not finishing shall place according to the distance in the heat they have traveled under power.
Stock members voted down Proposal 6, 143 to 98. (It would have limited the number of Stock Outboard classes starting with the 2014 racing season.)
