I agree with Steve, boats will evolve to counteract any rule you make governing height. Does anyone need a history lesson ?
I also do not agree that the planning issue is simply greedy parents. I have seen many kids not be able to plane off simply beacuse of poor engine quailty. Meaning, if they have a Merc from APBA, stock, nothing done to it, it will have issue planning with the current props if they so happen to pick a dud from the pile. There are duds, you can't argue that.
Since there is a zillion restrictions already in J why not simply regulate the boats ? Transon is required to be at X location, and X tall, at X angle. This would elminate the planning off issues and regulate speed. It woul dbe more difficult to get around height rule too. Most of the J/A boats I see today have moveable transoms already. Lots don't, but it is a pretty simple proceedure to move a transom.
Here is another thought. If you want the kids to truly be equal, you already regulate engines, props, height. Why not have APBA purchase boats all built to the same spec and require these to be raced at each race.... A J boat is not to expensive to build, and maybe Sam H will cut them a deal. Do this and you have removed every bit of issue currently being discussed on this thread. It would dramtically decrease the cost of kids getting into racing as well. Pick your prop and boat, bring your own engine.
