I think Sam is on the right track. Looks like a shift lever for an "in/out" gearbox or such used on an inboard possibly? Doesn't look like it would have enough travel, if it is not much larger than it looks, to be a forward/neutral/reverse lever.
I have never seen anything like that used as a PRO pipe puller. Usually something for that type use is much more "hand" friendly, and would mount more easily by the throttle.
