    on my 12 ft Desilva "runabout "
    turning fin is located outside edge.

    My question is,
    why do some boats have them
    on the bottom of the boat. ?

    Ralph the boats that have a turn fin to the outside are flat turning. in other words you slide the boat around the corner pivoting on the fin.( so called hydrobouts)
    the more traditional runabouts have the fin on the bottom and you roll the boat up in the corner. and turn on the chine of the boat
