The irregular shape keeps them aligned.

As far as bedding the filler block in, there are many things that work. Most often I see Marine-Tex or high temperature (orange stuff that comes in the gold tube) RTV.

With the 2 pieces in close contact I don't think it really gets that hot.

      Filler Block Adhesives

There are a few options, the most popular being what Sam has mentioned. Marine Tex and High Temp orange Silicone. Drawbacks to silicone is it will leak after a while, and you might need to re-seal it a time or two during the season, maybe not, depends on numerous factors.
Marine Tex seems to work well for a couple years or more, and is also easy clean up if you need to take the filler block out for some reason.

A few folks are still using Devcon as well. I believe it is marketed under the Lab Metal brand now.

We have used West System Epoxy with a lot of the High Density filler, #404. The white powder filler will turn black on the surface, but remain very intact. It also chips out with a little effort when you need to remove it.
