In previous years the APBA rule book and By Laws did authorize Single-Event members to compete for NAC's and this issue arose at the APBA MOD Nationals last year at Zanesville, Ohio where I was the referee. After some discussion with the folks doing the registration, we did honor Single-Event memberships in NAC races held there in accordance with GRR 3 Entries and the By Laws. However, it was later proposed that the By Laws be changed to no longer have NAC's to apply to Single-Event members. The 2008 By Laws show this 2008 change which came about at this year's National Meeting. Hope this clarifies the situation somewhat. Unfortunately, the 2008 Rule Book does not show this change but the 2008 By Laws do. See By Law 4.6
