    Hello Jerry, I got the info, thanks,I will see what I can find out. As for the last question about fed laws over riding state laws. Federal laws are enforceable on navigable waters and any body of water bordered by two or more states. Navigable waters are any water that you can boat on and get the the ocean on. States can also add extra laws as they see fit. Normally states use the fed laws and add the extra stuff that they want to.

      That explains how there are two tickets for one offense. The State probably changes the wording a little or adds something to it and they get the fine money too.

        Hello, The USCG head quarters has done some restructuring and I have found the office and the person who took over for the person who is on your old letter. I was told that he is very busy this week and the start of next week with some sort of boating safety issues up on the hill. So I will wait and check in the middle of next week to see what I can find out.
