    Doug, your offer to help with Lake Placid is appreciated. <a href="my%20family" onmouseover="window.status='My family'; return true;" onmouseout="window.status=''; return true;">My family</a> has property on the lake for reasons listed (in order):
    1. Because we love the lake and love to race and test on it
    2. Retirement and to leave cold Iowa winters
    3. Growing a few grapes for a little winery.

    For years we tested and raced there without any problems. Then one day, along came a Florida Department of Natural Recourses, Fish and Game Warden. He was very nice and we had a nice chat with him. However, he sited the fact that any motor vehicle on a lake must have proper Florida Registration and meet all the regulations printed in a nice little brochure he gave us that required such things as <a href="fire%20extinguishers" onmouseover="window.status='fire extinguishers'; return true;" onmouseout="window.status=''; return true;">fire extinguishers</a>, approved <a href="life%20jackets" onmouseover="window.status='life jackets'; return true;" onmouseout="window.status=''; return true;">life jackets</a>, etc. (Do you realize that our life jackets do not meet those requirements?) He assured us that as long as he was not in the area and there were no complaints, basically we would have to get caught to get fined. (by this time we were realy kissing up). Or we could go register our boats). This was whether or not we launched from the public ramp or our private property down near the first turn. He went on to explain that the best way to get around the state rules was to:
    Get a sanction and permits as needed for a race situation. (Meet insurance requirements, etc.
    AOF is offering to get the permits, insurance, etc. for the week before and the week after Ocoee. This will assure that no one will get kicked off while testing. Sounds to me like a good deal. Also sounds to me like some people might have a problem with doing things within the law. Maybe you can contact your state rep and get all of the rules changed so that we can test on any lake in Florida and that would be super. Then when your done, can you come to Iowa and do the same here, as we also do what I call "sneak test" on our local body of water. Same thing happened, however,now we call to see where the game warden is working in the county and go to the opposite end!

    Testing..........

    As far as I have heard in the last 40 years, a competition registered boat is not required to get an FL number as long as it is part of American Power Boart Assn. or an established sanctioning body for the purpose of testing a racing set up. I know this is different in other states but we have dealt with this before and found out the restrictions regarding racing equipment doesn't stop trying out a new set up unless there is a speed limit on the body of water in question. We ran a 700 Konig on our Aerowing on Christmas day some years ago in a closed canal (gated neighborhood) brought every law enforcement official from the last decade to our house and all they got was coffee and doughnuts and a great show of how fast you could get from one end of the canal to the other.

      From what I've been told

      Where I live in Panama City, it's only about 20 minutes to a lake, Deer Point, that would be great for testing. The only problem is that I've been told too, that I'd be ticketed for putting my boats on the lake without having them registered. Also I'm sure the life jacket approval would be an issue. The speed on the lake wouldn't be a problem. There are some bass boats on the lake that run as fast or faster than my Hot Rods. It sure would be nice if the state had some way that we could test without having to be watching over our shoulders

        I thank you very much for the information. You can be sure that I'll contact Mr. Bense's office on this matter. If I can get any feedback from them I'll post it on here. Hopefully it can clear any doubts one way or the other. Maybe if there is no provision at this time something could be suggested about creating one. I see nothing to lose by doing it.

          Ther is a aggreement with the US Coast Guard AKA US Govt about this that applies to Florida and most States. First The US CoastGuard regulates the use of all bodies of water and with a agreement with APBA, we are alowed to test 1 week before a sanctioned event and our jackets are exempt from USCG tests as Our stuff is better than their requirements. Some states require state numbers Florida does not. You can prove that there is a race next week at any time. They cannot prove you are not going to Ca for a raceor whereever. Ran into this a long time ago in Fl and after a vist to the judge the officer was ruled wrong and told he needed to get the laws straight. Check your water law book and what the CoastGuard agreement is and you will be fine after you get some pinhead with a gun and a badge and a case of green uniform itis as well as his butt off his shoulders.

            Laws do vary from state to state concerning vessel license numbers and required equipment.

            In Oklahoma we were fortunate enough to have a former-boat racers in the legislature who inserted language exempting vessels "used exclusively and solely for racing purposes." I think we'd be well served to have the "one week before race" clause also...

            These things do have to be dealt with at the state level...and then be certain you carry copies of the legislation with you because the "word" doesn't travel down to many folks who enjoy enforcing the law.
