Is the merc 15 high energy ignition worth the money? Is it much of an improvement? This motor has such low compression it's hard to see it even needing it. Googled and found zero information

The Merc high energy ignition is not that special. Mercury mounted the small engine coils directly to the block with a bolt thru the center of the coil to act as a core. Larger Merc engines use the same coil but with core pieces and a holder to contain the coil and core pieces. The high energy kit just adapts those coils to the small engines. No real improvement if your ignition is working ok. You can do it yourself if you scrounge the coils from a larger motor with the core pieces and holders and make a mounting plate for them on top of the block
